έβδομη and επτακαιδεκάτη are datives of time when, the iota subscript, which had not yet come into use at the date of this inscription, being omitted.
It's the third line of the Canopus decree (OGIS 56). Here the article, part of the genitive absolute expressing the date of this decree ('the ninth year of the reign of Ptolemy Philadelphos', i.e., Ptolemy II = March 7, 238 BCE), is repeated after 'Menekrateías', whose name precedes the words that you quote from the inscription, an appositive 'thygatròs' being understood rather than expressed, a very common construction. Cf. W. W. Goodwin, Greek Grammar, 1894, §953.
The daughter of Philammon was Menekrateia, the 'kanephore' ('basket-bearer') who functioned as priestess of Ptolemy II's (second) deified wife, whom he'd married in 276/75 BCE. Cf. A. E. Samuel, Ptolemaic Chronology, 1962, passim.

The της probably has a female genitive associated with it, in a gen. absolute. If you quote the line just before that will be clear I bet.
"daughter of" is probably what is missing or understood.
