Spanish to English Law/Patents Government / Politics local government

Apologies for posting three terms together, but it's relevant that they are considered together here.

The country in question is the Dominican Republic. My document is describing a programme to foster discussion and collaboration between civil society organizations and local government. Most of the article refers to the 'ayuntamientos', which I was considering translating as either city or municipal councils. However, I now have these three terms in brackets and despite researching local government structure in the country, I'm unsure as to the distinction between these terms (if indeed there is one) and thus how to render them in English.

I think the alcaldías may be Mayor's Offices (but that sounds very clumsy - is there a better term?). Ayuntamientos are described in various sites as either municipal or city councils and I understand there is a higher level of municipality for districts comprising more than one urban centre, which may be what is meant by Municipalidades.

Has anyone any ideas of the best terms to use here - knowledge of the administrative system of the country in question would be particularly helpful. Thanks!

"Las alianzas se establecieron entre las Organizaciones de la Sociedad Civil (OSC), Organizaciones de Base Comunitaria (OBC), Organizaciones Basadas en la Fe (OBF), Juntas de vecinos, Asociaciones de trabajadores y Redes de personas viviendo con el VIH –entre otras– y los gobiernos locales (Alcaldías, Ayuntamientos, Municipalidades)."
