German term

Versicherungslösungen wurden an institutionelle Kunden vergeben

German to English Bus/Financial Insurance Article on sustainable investment
Does this just mean insurance solutions were *provided* to institutional clients? Is *provided* the right EN word? Or is there a better one? Thanks!

placed with

If this is the context below, I'd go for "place with" as it's not only closer to the German but also, perhaps, the most suitable verb when it comes to emphasizing reach (number of clients, countries).

"2001 konnten bereits in 8 afrikanischen Ländern
indexierte Versicherungslösungen an institutionelle Kunden wie Unternehmen, Banken, Regierungsinstitutionen oder NGOs vergeben werden." (In 2001, indexed insurance solutions were placed with institutional clients such as corporates, banks, government agencies and NGOs in as many as 8 African countries).

What's wrong with simply "given"?
Note from asker:
Yes, indeed, as long as nothing more specific is implied in the use of *vergeben*.
