The problem is that this definition, according to my research, seems only to exist on European Portuguese, and "pastelaria" in Brazil usually refers to a pastel shop.

If you don't mind "borrowing" a word from European Portuguese, I'd say "pastelaria" is the most precise translation. I'm not sure if we have something perfectly equivalent in Brazilian Portuguese.
