I wouldn't worry about the 'away', I'd say it doesn't have any real translation value in this expression. It just means that the solar panels ought to be installed facing due south, but that angles of up to 30° either east or west of south can be tolerated; the idea, rather oddly expressed, is '30° away from south, towards either the east or the west' — the writer may have chosen to express it thus to avoid any possibility of confusion with the notion of a heading expressed in angular form, where due south would be 180°, and so this would be the same as 'a heading of 180° ± 30°' (of course, as far as solar panels are concerned, 'heading' isn't really the right term — but I'm sure you get the idea!)

: the end result is the same, but there is nuance: if you "move away 30 steps" the reference is the starting point where you should be ideally; if you "move 30 steps towards" st. you had no particular business being in the starting point.

Les termes traditionnels pour un panneau solaire sont orientation (azimut en terme technique) et inclinaison (site), donc je dirais que l'installation avec orientation de 30° vers l'est ou l'ouest est acceptable.
Si on est certain que l'inclinaison dans l'hémisphère nord, on pourrait dire vers le sud-est ou le sud-ouest, c'est sans doute pour ça que la formulation source est un peu bizarre: on s'écarte de l'azimut 0 ou 180° selon la localisation
