I agree with Port City about IPO being an appropriate translation for 上場準備 but I don't think you would need "preparation" because, although it is written in the Japanese, it tends to be dropped in the job title in English.
"team manager" might be a better translation for 室長 because it isn't (I assume) a physical office, but rather, a team of specialists being headed.
