I'll avoid the caps:
"This bond covers the amount of the payment subject to the motion for reconsideration, late interest accrued by the suspension and such surcharges as are applicable if the bond is executed."
When you appeal you have to either establish a bond or deposit funds with the court to cover the amount appealed from. In this case a "recurso de reposición" is a motion for reconsideration, where the applicant asks the court to reconsider its decision. "Liquidación" would be the payment demanded; "suspensión" would be the suspension in making the payment during the appeal, which is why it accrues interest. The bond would be executed if the motion is denied.
