Apologies for lack of context - very confidential document makes me nervous to post more than tiny snippets.
This is in the context of a discussion of the energy sector in Europe, and suggestions for improvements in the wake of the liberalisation of the markets, leading to a patchwork of operators and a reduction in the efficiency with which electricity is distributed from the various sources of generation.
I'm not sure what part of the ISO's role specifically is referred to here with the phrase 'faire les appels de capacités'. I have a hunch it means the way in which it manages supply from the various energy sources, but am not sure.

I suppose they are talking about allocation of shared capacity. The individual operators place requests that the system allocates from various sources according to the optimum economic solution.

I imagine that this refers to an invitation to tender, ie that the intended installation should be as cheap as possible. Others may have a different opinion, hence low confidence!
