One of the the Manager's Responsibilities:
[Complete the contract] and develop the potential customers;
Does it mean to "complete the scheduled tasks in the contract"?

Yes It could mean simply getting the deal or it could mean completing all the contractual documentation
Context is crucial

Needs more context Are there scheduled tasks in the contract that the account manager needs to complete? Or is he just supposed to make sure the contract is set up and signed by all parties?
