Excerpt from a TV Script.

Some police officers are watching a live video stream of an armed guerrilla who is talking/reporting and gesticulating but cannot be heard:

"Das Übertragungsbild ist stumm. Was wir hören, ist, aus dem Off als Reaktionen auf den Bericht des Milizionärs kommend, das wiederholte Brummen eines zugeschalteten Betrachters..."

I have found "voiceover" for "Stimme aus dem Off" but voiceover does not fit here.

Grateful for any ideas.

voiced-over (reactions)

Nothing wrong with voiced-over, IMO. Chances are you'd have to change the sentence structure anyway whenever you translate something into another language.

"The transmission fell silent. What we're hearing, as voiced-over reactions to the milita man's report, are the grunts of an observer who.."
