Had you mentioned that 'space' was an issue, would have proposed:

"guaranteed passenger comfort percentile"

(Clearer and shorter still (5 words instead of 6) and better English for ready comprehension, don't you think? No drama, anyway :-) )

If the meaning is summarized in English as "the percentage of body sizes that can comfortably sit in the rear seat," then the title should be something like Rear passenger physique comfort guarantee percentile...

If so, this specification presumably nuances the seating space that should guarantee (cover) seating occupancy for individuals from the defined proportion(s) of the passenger population range[namely, as you stated] that within the 60th percentile and 90th percentile of the stature range...

In the passage you quoted, the reason for those two different percentiles is not mentioned. It must have been so beforehand. Suspect they stem from the difference in body size ranges between men and women: 90th percentile for women, 60th for men. Can you confirm? Cheers.

If advised at the outset that space was an issue would have proposed:

clearer sense and better English with 5 words instead of 6, don't you think? :-)

Thank you for your suggestion and very helpful explanation. Actually there are more than two different percentiles appearing in the table (e.g. 85, 33, etc. ) along with the corresponding heights, and nothing about men/women is mentioned. (My apologies if my explanation was not enough.) The example sentence was also helpful, thanks again.
