This appears in a box at the top of a document (materials from a meeting). Does it mean "for members' eyes only"?

I found the term used the way you proposed by searching as 員止まり instead of メンバー止まり. The information stops with members, i.e., it is not disclosed to anyone else.
Example sentence:
