That's right Anna, But in this context it seems the writer is having a little trouble with their Swedish, which is part of the difficulty. This sounds like an online discussion thread where grammar isn't always 100% and most often not checked. It could just as well be 'How're they going to do the right thing'. Great movie btw, but...not the best grammar...

Vad betyder det att göra bot? Enligt Svensk ordbok, andra upplagan, är bot subst. ~ en. 1. (symbolisk) handling varigenom ngn anses bli fri från skuld: botgöring; - - - de experter som haft fel ändrade sig och gjorde ~.
Hoppas att det här gör det lättare att finna rätt uttryck på engelska. De flesta förslagen skulle nog kunna fungera, förutom "alleviate" som står för något helt annat.

resolve/pay

bota is penance, cure/remedy and also fine/forfeit.

I read this generally imprecise, somewhat colloquial Swe usage in complaining about some ill treatment as meaning all of these at once! But penance doesn't work in this context, and you should probably look at the second sentence -- where the retorical question asks for compensation, as in 'they shoulda paid/compensated for the rivers and didn't, so they should pay for the windmills (turbines) if they want to keep 'em'.

'... and how they're gonna resolve/pay for it (their failure).

Perhaps, as in göra 'bot och bättring'

neutral Anna Herbst : "Resolve" would work, but I am not sure about "pay". The expression "göra bot" is the same as "göra bot och bättring" and hopefully that includes more than just a payment....

Generally correct wordwise, Anna, but like I said seems this person (guy?) is looking for more than a religious experience!! ;-) And the question is what 'more', exactly.

I like Deane's analysis, but it his answer does not quite fit the register.
I would rewrite the piece to maintain the aggrieved tone - see example below.
Example sentence:

They should have compensated for the ruining the rivers and didn't, so it's only fair that they pay for the wind turbines.
