В русском предложении все неправильно. Страховой случай - это наступление убытка, при котором у страховщика возникает обязанность выплаты компенсации. Убыток менее франшизы нельзя назвывать страховым случаем.
"Компенсировать страховую сумму" - тоже абсурд. Компенсировать можно убыток в пределах страховой суммы.
