You're quite right that it could well mean simply to work out how much of everything there is, without necessarily at this stage giving an actual price.
However, I'd say 'costing (out)' covers the same process with a similar degree of latitude; the process certainly involves drawing up estimated BoQs, with a view to appending an actual price to them in due course.

: But the trouble is, this is likely to include so much more than just 'construction', and I think this suggests an overall price, whereas one needs to start from the detail stage.

Another alternative translation. The idea of not using cost here is to broaden the meaning scope, in addition to cost, there are always other things such as period of performance (number of days), labor rate, labor hours etc. these do eventually translate into costs of the project.
