Would it be ok to say: ...to estimate works?

I am not sure if they mean estimate the work load or actually estimate the costs.

cost (out) the works

You're quite right that it could well mean simply to work out how much of everything there is, without necessarily at this stage giving an actual price.

However, I'd say 'costing (out)' covers the same process with a similar degree of latitude; the process certainly involves drawing up estimated BoQs, with a view to appending an actual price to them in due course.

"In order for the companies/contractors to provide an accurate estimate of the construction cost (or repairs cost)" would be my translation. Here is an example of the documents you are dealing with.

If you Google "provide an estimate of the construction cost" it yields about 226 000 hits.
To me "construction cost" as in "travaux" covers both masonry/building/lumber supplies and labor

neutral Tony M : But the trouble is, this is likely to include so much more than just 'construction', and I think this suggests an overall price, whereas one needs to start from the detail stage.

Another alternative translation. The idea of not using cost here is to broaden the meaning scope, in addition to cost, there are always other things such as period of performance (number of days), labor rate, labor hours etc. these do eventually translate into costs of the project.
