There is no Persian equivalent for such a term, as far as I know, you have to coin something. So this is my suggestion....or you may come up with a better one....

I took a look at TELECOME China. surfing has used in different pages here and there, and I think in all situations it means گشت و گذار در اینترنت via cellphone.

it has nothing to do with surfing or the dialer. it is more like a system. It seems that the fastest dialer still gets the upgrade before the fastest surfer.

In reality, you may be finding that your ability to "tag" a potential upgrade unit online gives you some advantage. When there are very few units available for these upgrades, all those folks who are not internet-savvy are completely blocked, while you're part of a smaller group of people who can at least attempt this kind of approach (tag and hold, while calling on the phone). If that's true, the best surfing dialer will get more of the upgrades than the fastest plain dialer.
