I think "designs" works well because it has a negative connotation that seems appropriate here, especially given that these visées are described as "écueils" or "pitfalls" - that is, something to be avoided.

Thanks, Colin. Although more context is always helpful, I have difficulty thinking of a situation in which "neocolonial" is a neutral term in French.

I suppose that your proposal is somewhat more netural, but I'm not sure "neocolonial" itself is a very neutral term (same for "balkanization," generally speaking). I won't go as far as adding a "disagree" to cancel out one of your votes, however.
