I've had a response from the client. It's some made-up management term meaning 'without being overly detailed'. I proposed 'in outline', and the client thinks this fits the bill nicely.

Confusing <p>Are we certain that this is a staff skills matrix? The "Vaardigheden" heading would seem to suggest that that is the case, but the fact that it is followed by "Overzicht techniek benodigd in kantoren" causes me to think otherwise...</p>
<p>My first inclination is to interpret it as a name of something, as freek suggested. Is it possible that Hoogover is some form of software or communications system used by the bank?</p>

<p>The only other possibility I see, as also alluded to by freek, is that it is an odd way of saying "ver boven", as in the sense of "ver boven de norm". My gut feeling, however, is that this interpretation would be less likely</p>
