This is just given in a list of birds observed in the high Andes of Colombia. They say it is a flightless bird, but don't give a scientific name for it.

There can't be too many possibilities, so I googled flightless birds of the Andes and immediately got rhea as a hit, of which there are two species, but neither seems to be native to Colombia. Another possibility is one of the tinamous, which are related to the ratites (flightless birds) but aren't flightless, although they don't fly well and prefer to run. Here's a link to the tinamu choco (maybe cocona is derived from this word).

Barbara: I found a reference to "cocona" but it certainly does not list it as a flightless bird, but rather a fruit/vegetable of N. South America. Perhaps, it would be best to check with your client.
