It sounds to me as if something (or a space) is being organized/divided into three parts using curtain walls, but without the rest of the context, I'm not sure.

Yes, curtain walls go on the outside of buildings, and in the case of this question, they are being organized in a tripartite fashion. This doesn't differ from the translation I gave.
