This term comes up several times, and I was hoping to find a standard translation, but I couldn't. would 'potentially forestable land' be too far-fetched? Is there a better way of putting it?
A través del mismo cuerpo legal, en el periodo 1975-2011 se han calificado **suelos de aptitud preferentemente forestal** y reconocido suelos forestables por una superficie total de 5.058.881 hectáreas a nivel nacional. En el mismo periodo, se han aprobado planes y normas de manejo de plantaciones, por un total de 10.956.069,5 hectáreas.
A través del mismo cuerpo legal, en el periodo 1975-2011 se han calificado **suelos de aptitud preferentemente forestal** y reconocido suelos forestables por una superficie total de 5.058.881 hectáreas a nivel nacional. En el mismo periodo, se han aprobado planes y normas de manejo de plantaciones, por un total de 10.956.069,5 hectáreas.

I think there's a significant shade of meaning in "preferentemente" which ought to be reflected; it's not just that you could plant trees on this land, but that planting trees is the best thing to do there. I find several instances of the phrase suggested, and in relation to Chile, moreover:

Looking a little further into this, out of curiosity, it refers (as I'm sure you know already) to Chile's DL 701, and the sense of the expression is not that the land is ideal for forestry as that it's more suitable for forestry than for anything else. It refers to land in poor condition for cultivation:
"TERRENOS DE APTITUD PREFERENTEMENTE FORESTAL Son todos aquellos terrenos que por las condiciones de clima y suelo no deban ararse en forma permanente, estén cubiertos o no de vegetación, excluyendo los que sin sufrir degradación puedan ser utilizados en agricultura, fruticultura o ganadería intensiva.
Dentro de los suelos que distingue el DL 701 como suelos de Aptitud Preferentemente Forestal se encuentran los siguientes tipos de suelos
- Suelos Degradados
- Suelos Frágiles
- Suelos en Proceso de Desertificación
- Suelos Ñadis
- Dunas
Existe otra categoría de suelos que no son de APF categorizados como suelos forestables y que son susceptibles de bonificación."

And by the way, this also confirms that "suelos de aptitud preferentemente forestal" and "suelos forestales" are not synonyms; they are two different legal categories.

This seems to be a broadly used term in this context. Also spelled “forestland”, which may work better for you. I totally agree with Lisa (in your next question) that “calificado” and “reconocido” are linked, and I think I would actually swap them round. I'll post my suggestion for that next question too.
