Japanese to English Social Sciences Government / Politics
This term appears in the sentences below in a paper on civil society in East Asia. I want to use the English term publicity. What do others think?

If you are translatiing from Japanese to English,
the target language word publicity is used by Rolls,
he used public, publicity and publicness.

By publicity perhaps he meant that it (mainly referring to the nature of information) has an access from, and is open to all members in community, can be known to anyone.

public interest

I think publicity is not correct. Quickly off the cuff I think the meaning is closer to "public interest". Rikaichan offers this for 公共性:

公共性 こうきょうせい (n) publicness (degree to which a particular action will affect society as large); public nature; commonality

And my online Mac dictionary:

こうきょうせい0【公共性】
広く社会一般に利害影響を持つ性質。特定の集団に限られることなく,社会全体に開かれていること。

I think that I would associate "publicity" more with advertising or media promotion.
