Without further context, it is my guess that they referring to travel assistance insurance, whereby if the adult was injured/hositalized on the trip, the insurance would ensure that the child is cared for/returned home, etc.

This was my immediate thought, but from the context you provide it's not possible to tell whether this is travel in the family's own car or not. If so, then the question on the form probably relates to checking the existing level of cover (repatriation, hotel expenses etc.)
