As you can see in those two links, the running loss(es) valve is indeed the 3/2 (way) valve, as you suspected.

In this link, you can see that it is referred to as 3/2ウェイバルブ. Unfortunately, I couldn't find much support for this term on Google. Your 3/2バルブ is also a possibility, although I couldn't find much support for it either.

The valve directly in the center of the picture with the hoses going to it is the running losses valve (Know as the 3/2 Valve in the BMW world)
