According to Duden Vorgabe is "etw. was als [...] Richtlinie o.Ä. festgelegt ist". So maybe more than just "what is written" and more like "what is set down in stone". Something like the difference between "what the notes dictate"/"the written score" and "free expression/interpretation" or whatever you do if you are a jazz-player....

theme
A jazz improvisation is usually in theme-and variation form. The theme is often a popular song melody in A A B A form made up of 32 bars. The improvisation varies this original melody by adding added extras and changing its pitches and rhythms.

In jazz, you don't have a score, but a lead sheet, or theme agreed upon. But a theme could arise from improvisation, where as a lead sheet is written, copied and distributed among the musicians.
