Compared to sophisticated economic management training and tools, African sheq management still seems rather basic, but security management seems primitive, neglected and one dimensional, preparing and answering hazards and risks with one blunt instrument, being bullets, as if it violence were a ‘message’ for supposed simple citizens

a "blunt instrument" is an instrument that ignores details and subtleties - ignores differences from one case to another, i.e. indifférencié / aveugle.

A "blunt instrument" is not necessarily inefficient (if 99% of situations are not special in any way, a "blunt instrument" will be efficient in 99 % of cases!), nor is "blunt instrument" synonym with "brutal instrument" - a free service offered indiscriminately (free samples of a new product, for example) would also be a "blunt instrument" (of marketing).

In the ST the "blunt instrument" are bullets, but a "blunt instrument" in itself is just indifférencié / aveugle.

agree Tony M : I like 'indifférencié', but can't help feeling that 'aveugle' sits perhaps less well with 'bullets' — kinda suggests they just spray a machine gun around and hope for the best ;-) (Oh dear, perhaps they DO!)

Thanks! I tried to focus on the term "blunt instrument" only - independently of what is the "blunt instrument" or for what kind of purposes it's used // (in this case they probably do "spray and pray (to hit only the right target/if there's any)"

anticipant et affrontant les dangers et les risques avec un seul même outil mal adpaté

Ici, je pense que "preparing" à surtout le sens d’anticiper. Malheureusement il est impossible d'anticiper des imprévus (qui par définition ne le sont pas). De plus, "imprévu" n'est pas une traduction assez fidèle de "hazard" (cf. lien vers the free dictionary).

Toutefois si l'on veut absolument utiliser "imprévu', voici une autre proposition:
"se préparant à affronter les imprévus et les risques avec un seul outil mal adapté"
Mais il me semble qu'on s'éloigne trop du texte source.

"un seul ET même outil mal adapté". J'ai oublié le ET !
