(or of course it might sometimes be a dischaging/unloading point — and some of them even seem to be both!)
However, haven't been able to find any solid refs. for this as a whole collocation in your context; the 'sand carrier' bit is no problem, but variants on 'loading point / station / berth' turn up lots of red herrings but precious few really relevant hits.

My thoughts are it's a place where sand carriers are filled with sand from onshore. However is there a word for this in English?
