The following is MY help, on this.
I think there is a hugely expensive Project. One Bank by itself cannot finance it. A SYNDICATE of Banks has been formed and the Greek Bank undertook to partake in the financing with a TOTAL sum, made up of 3 types of LOANS. Here we are concerned with the Sum of 594.000 E’s, which they have ALLOCATED as a 'COMMUNITY' LOAN to be made up of REVOLVING CREDIT FACILITIES, IN INDIVIDUAL SUMS OF UP TO 6.600E’s.
I think the Greek text is badly written. The REVOLVING LOANS are the sums of 6.600 E’s and NOT the 594.000 E’s. So, I would translate the Asked as, **'Community' Revolving Credit Facilities (on certification) of 6.600 E’s**.
The ''Limit' word can be omitted, because you can say 'OF SUMS UP TO 6.600 E's.

Discussion
My suggestion was that the GREEK Bank ONLY 'DISSEMINATED' that facility to the COMMUNITY . In other words, THAT part of the loan was FOR LOCAL ENTERPRISE TO BORROW AND BENEFIT FROM.
