Emphasis I think it's important to get the emphasis right here; you haven't given us the context, but this looks to me like this is group management talking about the way individual member establishments are audited?

If so, then I'd say the emphaiss here is being placed on the fact that it must be the Gen. Mgr who must sign off (i.e. approve) the internal audit report — in other words, s/he will take responsibility for it, "the buck stops here". I think the FR formulation needs to take this into account (if, indeed, it is the case...)
