Hi everyone,

I have run into this term on an application form for authorizing a company's 特殊車両通行, and I have not idea what it means. It is on the form's upper right and is followed by a number (第xxxxxx号).
Any suggestions?

国部整 probably means 国土交通省中部地方整備局

Gregory was right, 国部整 is abriviation of 国土交通省"中部"地方整備局. The kanji "部" is taken from 中部. This is to distinguish with "中国"地方整備局, which is in south-western Japan.

For the rest part of the word in question, I found two images of declaration forms which have similar codes;

The first three letters represent the regional bureau;
国九整=国土交通省九州地方整備局
国中整=国土交通省中国地方整備局

The fourth letter stands for office name under these bureaus.
福=Fukuoka (福岡)National Route Office (http://www.qsr.mlit.go.jp/s_top/soshiki/syozai-1ran.html)
三=Miyoshi (三次) National Route Office (http://www.cgr.mlit.go.jp/cginfo/pdf/03_soshiki.pdf)
飯=Iida (飯田) National Route Office (http://www.cbr.mlit.go.jp/e_guide/list.htm)


For the rest part of the code, it is highly likely be the name of department of the office, although no information available on the web.

For exemple,
特 in 国九整福特 should be something like "special-purpose viecle", 道管 in 国中整三道管 must be "road management".
Similary, we can guess that 車 at the end of 国部整飯車 could be "vehicle department".
