: "Assisting Rural Communities" is listed under the USDA's programs and services on its website. Something similar is also mentioned on the website of the "department" not "ministry" of agriculture of Ireland (www.agriculture.gov.ie). :-)

Ministry or Department of Rural Affairs
Looking at the website, it seems that the ministry in question is concerned with more than agriculture since it also focuses on improving the quality of life in rural areas etc.
Apparently there is a Department of Rural Affairs in Texas. In the UK (where I am from) a Ministry or Department of Rural Affairs was proposed at one point, we now have DEFRA (Department for Environment, Food and Rural Affairs). Sweden has a Ministry of Rural Affairs.
I think this would work well in the context - it is perfectly understandable and, as David said, there is not necessarily an exact equivalent.
