Hense, I have translated it as "transferring software licenses". The actual software copy (installation code) is not important; it can often be freely downloaded, but without a license it's use is illegal. However, according to the above link, it's not always clear if selling second hand software is legal as well. It depends on the company holding the rights to the software. But even though such second hand selling might be illegal, it's not piracy, in my opinion, since the software is not stolen.
