Decree Order

I would say like this due to the fact that you can't say in English a sentence that you use in Portuguese because the political and legal regime in England is very different. If you want to manke sure just take a look at eurodicautom.eu.int/controller: there you'll find:

"(1) TERM despacho ministerial
Reference Kick-Ehlers,Dicionário Português Alemão de Economia e Direito,1982
(2)TERM portaria
Reference Kick-Ehlers,Dicionário Português Alemão de Economia e Direito,1982
Translation:
(1)TERM decree order
Reference Le Docte,Legal Dictionary,Oyez,Brussels 1978
(2)TERM order in council
Reference Le Docte,Legal Dictionary,Oyez,Brussels 1978

As you may see you cannot join this two terms, therefore you should the most suitable to your text.
Good Work.
