Possibly best to avoid talking about actual voltages, but just to refer to the logic levels, which is what 'high / low' almost invariably imply.
I think in FR there is no need to seek a cumbersome verb form, the noun is quite sufficient in this sort of telegraphic expression. One might of course always add 'présence de court-circuit...', but frankly I wouldn't feel it necessary.
