Az államigazgatási feladtok ellátásában, valamint az államigazgatási hatósági hatáskörök gyakorlásában a kulcsszerep a jegyzőnek jut, amit természetesen ügyintézők segítségével végez el. Jegyzővel minden nagyobb községben és városban találkozhatunk, a kisebb településeknek pedig közös jegyzőjük, ún. körjegyzőjük van. A jegyző helyettesítésére, a jegyző által meghatározott feladatok ellátására a képviselő-testület a jegyző javaslatára aljegyzőt nevezhet ki. De vajon mit is csinál egy jegyző?
Közel 6500 jogszabály ad a jegyzőnek feladatot. A legszembetűnőbb tevékenysége az, hogy vezeti a polgármesteri hivatalt, részt vesz a képviselő-testület ülésein. Természetesen emellett rendkívül sok ügyben kell eljárnia. Például építésügyi jogkörben eljárva a jegyző egyebek mellett gondoskodik a régészeti emlékek vagy leletek feltárásáról, de a temető fenntartásával és üzemeltetésével összefüggő feladatok ellátását is a temető fekvése szerint illetékes jegyző ellenőrzi. Nagyon sok környezetvédelmi igazgatási feladatot is ellát, szociális igazgatási jogkörében pedig kiállítja a jogosultságot biztosító okmányokat (például közgyógyellátási igazolvány), vezeti az ellátásokkal és ellátottakkal kapcsolatos nyilvántartásokat. Szabálysértési ügyekben - ha a szabálysértést meghatározó jogszabály másként nem rendelkezik - szintén a jegyző jár el.
Míg a jegyző az állami feladatait végzi el, addig a közjegyző elsősorban a közhitelességet testesíti meg a magyar jogéletben, és nagy szerepe van a hagyatéki ügyek lefolytatásában is. A közjegyzők jóval kevesebben vannak, mint a jegyzők, hiszen belőlük alig több mint 300 van. A nagyobb városokban két-három, a fővárosi kerületekben három-négy közjegyző tevékenykedik. Milyen ügyekben fordulhatunk a közjegyzőhöz?
A közjegyzők a jogügyletekről és jogi jelentőségű tényekről közokiratot állítanak ki, az általuk készített és a részükre átadott okiratokat őriznek meg (például előttük végrendelkezni lehet, illetve a megőrzik a náluk letétbe helyezett végrendeletet), a felek megbízásából pénzt, értéktárgyat és értékpapírt vesznek át a jogosult részére történő átadás végett. A feleket a hatáskörükbe utalt eljárásokkal kapcsolatban - a felek esélyegyenlőségének biztosításával - tanácsadással segítik jogaik gyakorlásában és kötelességeik teljesítésében. Mint már az előbb olvasható volt, a közjegyzők folytatják le a hatáskörükbe utalt hagyatéki eljárást és még néhány más eljárást is. A közjegyzők hatáskörébe tartozik végül az is, hogy jogügyleteket, jognyilatkozatokat és tényeket közhitelű okiratban rögzítenek, amely hozzájárul a jogviták elkerüléséhez vagy rendezéséhez.

Town is város and NOT község. See any dictionaries. Község means village: http://tinyurl.com/7c85nsf The references above are Hungarian monolingual links, none of them says that town would be község. Translating town as község is a huge mistranslation

City Clerk
If the locality is sizeable, it is City Clerk, like Debrecen City Clerk and Karcag City Clerk, etc. and it is customary to capitalize the title when it follows the name of the city. If it is for a smaller community like Algyő, Szőreg, etc. then ... Town Clerk, as Katalin suggested.

In legal terminology we must differentiate between City (város) and Town (község). Most legal forms offer an option, "City/Town" and the person filling out the form must indicate by underlining or crossing out one of the two.
Although "clerk" is not uncommon, the standard term used most commonly for "jegyző" is "Recorder". A few examples from official web sites:

Since the target language is English (although I don't know whether UK/US/NZ/AU..), perhaps it will prove useful to examine what is meant by the most common English equivalents of the Hungarian term, "VÁROS" in countries where English is the official language. But according to the below information recorder in the US means something else than "városi jegyző".

Furthermore I have just opened the English-Hungarian legal dictionary and it says recorder -> jegyzőkönyvvezető. That's not the same as városi jegyző. See the duties of jegyzőkönyvvezető in Hungary:

Magyarországon a falu és a város státusza között közigazgatási és egyéb feltételek döntenek.
Angliában régen a city nevet az a town kapta, amelyben katedrális volt. Így kialakult a hagyományos city lista. Mivel a katedrálisok építése lényegében megszűnt, Viktória királynő uralkodásának közepe táján elkezdtek townokat city státuszra emelni, de ez csak nagyon kivételes okkal és alkalommal történik meg, királyi adományként, és semmi köze a város méretéhez.
Clerk (UK); recorder (USA) sőt, az USA szóhasználat lehet clerk-recorer, vagy clerk and recorder.
A town clerk nem "senior", városonként csak egy személy viseli ezt a nevet, a többi, aki neki dolgozik, egyszerűen csak clerk (working in the town clerk's office).
