More context needed! Either of the answers are correct depending upon the context. What is the object of the moment? A component of a wall system would be a buckling moment, but the wall itself would be an overturning moment. If there is no other context then overturning moment is generally the more common term.

disagree Maynard Hogg : Topple fits the context better. 転倒 means fall down (person), fall over (tree), etc. Overturn is usually 転覆.

agree grooble : I like "overturning moment" here. It seems like an accepted physics/engineering term. http://bit.ly/yqBlsD this dictionary has no tipping, toppling or buckling moment.

tipping moment

Since 転倒 means a person falling down/over, I gather that here it refers to a building or other structure tipping over—i.e. falling out of vertical equilibrium so that it topples over or collapses.
