I am trying to decide on the best way of translating the section between the asterisks in the above text. Any ideas gratefully received. This is a text from Spain, discussing Spanish local taxation.

The client has given me the following definition of the 'escala de índices':
Coeficiente de situación: es una escala de índices que pondera la situación física del establecimiento según la categoría de la calle en la que se ubica, dentro del término municipal de Vitoria-Gasteiz. Los índices se recogen en el artículo 10 de la Ordenanza fiscal y las calles se encuentran clasificadas en el anexo de la misma.

Hi AllegroTrans - many thanks for your reply. I don't have any more context than the above, unfortunately. It is simply a list of headings of different subjects that will be covered in a university course. I shall try to find out from the client. Thanks again! Sheila

What is the context? A scale is being applied, but to what? degree of seriousness of tax evasion? amount of tax payable? something else?
I think we need to know in order to give you a good suggestion. Thanks!
