A neologism to be sure,but it does indeed exist.Moreover,it appears to have existed since 1937 when it was used in the Journal of the Society of Comparative Legislation and reprinted by Cambridge Law Journal (see Googlygoog!).Surely they didnt have macine traslations then... Nor do I think such serious journals would use macine translations now. Cheers!

Statualità seems to be law based on a specific state or government. I don't think it has an equivalent in this sense in English.

La teoria della statualità del diritto è una teoria secondo cui diritto e Stato si considerano coincidenti. Secondo tale teoria giuridico è solo l'ordinamento statale, cui si contrappone la teoria della pluralità degli ordinamenti giuridici.

Statualità according to De Franchis is statehood and that is all he says about it apart from referring to the entries on nazionalità, sovranità and stato. In his English volume he says of statehood <Termine impiegato più spesso in diritto internazionale per indicare la statualità o statalità; va inquadrato nella complessa problematica attinente ai requisiti della personalità internazionale e alle teoriche sul riconoscimento come presupposto dell'acquisto della personalità internazionale>. This may throw some light or perspective on it. Or is it just this late hour?
