to the holder are granted all the authorities and rights appurtenant hereto

Ada yang tidak biasa di sini. Yang lazim: tanggung jawab dan hak, atau hak dan kewajiban. Ijazah ini kasih yang serba-enak: wewenang dan hak. Namun, saya berprasangka baik bahwa naskah sumber sudah benar.

Karena ijazah adalah dokumen itu sendiri, kita dapat menggunakan hereto.

Ref: kamus Oxford:
hereto adverb formal to this matter or document.

to the recipient is granted every authority and right appertaining to the diploma

If it is a tertiary institution, "diploma" is the proper equivalent of ijazah. Better to use "every" so one can use "authority" in the singular, since the plural "authorities" usually means "penguasa"
Example sentence:

The said guardian shall have every authority and right of control over the activities and actions of said child

A conviction under this section shall entail the forfeiture of every authority and right granted to the offender over the person or property of the husband or wife or of the descendant to whose prejudice the offence shall have been committed,
