Temporary workers for the construction industry
I am translating a brochure for a Portuguese company that provides temporary workers to companies in the CONSTRUCTION industry.
On the page in question, there is a table which has three columns:
column 1 - lists the different occupational categories of construction worker that this company can supply e.g. Coffreur-boiseur, Conducteur de machines / de grues, Maçon / Finisseur, Soudeur, Plâtrier, Chef d'équipe, etc.
column 2 - is headed "Diplômé". "Oui" appears for some of the jobs
column 3 - is headed "Obs." (which I am taking to mean "Notes"). The letter (a) appears alongside these jobs only:
Coffreur-boiseur
Conducteur de machines / de grues
Maçon / Finisseur
Soudeur
Chef d'équipe
Immediately under the table, there is the following key to the table which has me really puzzled:
(a) Connaissances en lecture de projet, à spécifier
I don´t understand what "lecture de projet" refers to and would be grateful for any ideas you have. It´s clearly some skill that only these workers have. No idea what though. I don´t have any more context I´m afraid.

diagram interpretation
change diagram for plan/blueprint/process - just an idea though based on Sangro's take, and Bourth is generally correct anyway.
Discussion
The question relates to workers employed on a construction site. All these people must know how to read construction documentation (drawings) so they can work according to it.
