事故前提社会 probably means integrating safety-conscious design into various types of social infrastructure. In other words, designing buildings, cities and communication networks in such a way as to mitigate damage when a disaster strikes.

Therefore, I think something like "Accident-assuming society" or even "Accident prepared society" would be appropriate.
