Could someone please help me with this phrase?

Comes from a text about Colombia and the financial crisis.

Just not sure exactly what 'superacion del fondo' is or how to put the rest into neat English.

Context:
Before: Talking about recession and needing to decrease domestic saving, increase investment and lower overseas saving.

'Las tres variables en conjunto determinaran una contraccion considerable del PIB'..... ............

Goes on to say '...para reducir el exceso de ahorro sobre la inversion y disminuir el ahorro externo (deficit en cuenta corriente).

and I don't think "fondo" refers to any specific fund etc., just real, sustainable recovery.
