The phrase at issue is really "rechtsgeschäftlicher Erklärungsinhalt" and means in this context "legal effects"

So ... neither the provisions of the present agreement nor the CONFIDENTIAL INFORMATION transferred to XXX ...

shall produce legal effects [create legal rights] in relation to the PROJECT or otherwise beyond the susbtance of the present agreement.

This is then underlined in the next sentence which begins "Insbesondere"
