For UK standards, the best way to deal with this in the context would be to describe the "sector" and then follow this (or precede it) with the Romanian title for clarification. That is to say, using a "Gloss" which is
"an explanation or translation, by means of a marginal or interlinear note"http://www.definitions.net/definition/gloss

For example (and you could use "(...)" format instead of "-...-":

"The Romanian driving licence and car registration authority (Sectorul Regim Permise Auto) ..."

Or

"The "Sector Regim Permise Auto", the Romanian authority for driving licence and car registration is.....

The example below shows a different sort of organisation, however I would not use capitals in the case of "Romanian authority for driving licence and car registration" because this is more of a description than an actual official name.
