I know that they mean with service bay - where the cars stand over to be serviced. But I can't think of the Dutch word. Can anyone help me out here?

If what you describe is indeed what they mean, then "garagebrug" is the best translation. However, the word "service bay" can also be used for the whole area in which cars are serviced. In that case I would use "onderhoudsstraat".
