Traditionally, a seal on paper was made by dripping sealing wax and then pressing a stamp into the soft wax (sealed and stamped). However, a seal on an electrical installation is generally metal.

agree chris collister : Yes, measuring kit generally has (at least) a cal sticker over the bits you can remove to show that the settings haven't been fiddled with.
