Vernearbeid is a part of HSE, that's right. That's why we need some more context to know what kind of vernearbeid we're talking about. Vernearbeid is often used on everything related to HSE management still.

HMS vs vernearbeid From my research on the internet I have found that HMS (HSE) and 'vernearbeid' are two separate terms, i.e. 'vernearbeid' is a part of HMS. See examples:
Vi får blant annet vite litt om historia bak HMS (helse, miljø og sikkerhet), og hvordan HMS er utviklet som et ledelsesverktøy. Boka går opp grensene mellom vernearbeid og HMS.
