Just thought of something. Is this for UK or US English?
If it's UK English I would say open nursery school.

: At least in Canada, "barnehage" = daycare or nursery school (=optional); "kindergarten" is part of obligatory primary schooling, right before 1st grade.

Day-care implies that you can leave your child there while you go off somewhere else, whereas parent & toddler / parent & baby group indicates more clearly that a carer has to be present.
