The context is about changing mode of people's view on the things cites.
This is Japanese specific expression, therefore I don't think you should not get caught with immediate sense of the two words, namely 考え (thoughts, view) and 強まり (strengthening).

I'm also wondering how people would translate "評価できる". Would you use the verb "evaluate", or would most people skip it?
