I think the exact meaning of the compound 実装設計 depends on the context in which it appears.
There is no guarantee that the phrase means ‘design and implementation’. If it really was a coordinative compound, why would you have 実装 before 設計? It would be more natural to expect the order in which development/production takes place.
My initial suggestion did not clarify my interpretation of the compound since I left the compound structure unchanged (unanalysed). However, I believe that the phrase should be taken as a determinative compound and not as a coordinative compound. In other words I’m taking the phrase to mean プリント基板実装の設計.
I have seen marketing material for PCB design software which takes a comprehensive approach to PCB design. Rather than consisting simply of converting schematics to PCB layout, modern software also performs tasks such as integrity testing and assembly simulation. In Japanese sources, too, the concept of 実装設計 as 実装の設計 is well attested. For example, in the document below the compound is used clearly as a determinative compound:
